COVID-19 disrupted electricity demand patterns and cashflows of distribution utilities. This paper analyses the pre-COVID, COVID, and post-COVID financial impact on Maharashtra State Electricity Distribution Company Ltd. (MSEDCL) with special reference to recovery challenges relevant for the Latur zone (Marathwada). Using regulatory true-up data, the study compares key indicators such as revenue from sale of power and collection efficiency across FY 2019-20 (pre-COVID), FY 2020-21 (COVID year), and FY 2021-22 (post-COVID recovery phase). Evidence shows a sharp stress on billing and collection during lockdown due to suspension of physical meter reading/bill distribution, moratorium/relief measures for consumers, and demand contraction in high-paying industrial and commercial categories. Collection efficiency dipped to 93.58% in FY 2020-21 but improved to 99.12% in FY 2021-22, indicating normalization and strengthened recovery systems. The paper also reviews services delivered during lockdown (digital payments, complaint redressal, safety of essential operations) and schemes/circulars affecting billing and recovery. The study concludes with actionable recommendations for strengthening recovery in Latur zone through feeder/division monitoring, digital collection deepening, targeted arrears management, and consumer facilitation.
