ABSTRACT Introduction: Non-communicable diseases (NCDs) constitute nearly 74% of global mortality, emerging as the foremost public health challenge of the twenty-first century. Rapid urbanization, globalization, and underprepared health systems have accelerated this epidemiological transition. Health promotion offers a transformative approach, moving beyond individual risk reduction to fostering resilience through empowerment, supportive environments, and intersectoral collaboration. Materials and Methods: This narrative review draws upon contemporary literature to see the evolving role of health promotion in NCD prevention and management. Diverse sources, including World Health Organization declarations, national health policies, and empirical studies, were synthesized to explore conceptual foundations, implementation strategies, and system-level enablers within varied socioeconomic contexts. Results: This narrative review synthesizes insights from global health promotion frameworks, policy analyses, and selected illustrative case examples to examine the evolving shift from behavior-focused interventions to comprehensive, equity-driven system approaches. The literature suggests increasing emphasis on empowerment, supportive environments, intersectoral collaboration, and policy alignment as foundational components of contemporary health promotion. Programmatic examples, such as Thailand’s Health Promotion Fund and India’s Eat Right movement, are presented illustratively to demonstrate how multisectoral coordination and fiscal strategies may facilitate policy coherence in health promotion. Integration of promotive strategies within primary healthcare systems is frequently highlighted as a potential pathway for strengthening long-term NCD prevention. Conclusion: Transitioning from risk mitigation to resilience building demands sustained investment in promotive infrastructure, intersectoral alignment, and community engagement. Strengthening health systems through integrated, resilience-oriented health promotion is vital to achieving equitable, adaptive, and sustainable control of NCDs across populations.
