This paper presents a novel Effective Field Theory (EFT) framework integrating the VorticalGeometrodynamics Theory (VGT 7.4) with the Cosmic Influx Theory (CIT). We propose thatthe vacuum possesses a structured background vector field U μ, identified with the local CosmicInflux. By introducing a vector-tensor coupling between this field and the stellar vorticity tensorωμν, we derive a specific metric perturbation h0i. This perturbation induces a geometric redshiftthat explains the observed hemispheric antisymmetry (S-shape) in solar iron lines (Fe I). Thisframework provides a quantitative link between galactic-scale dynamics (12.24 km/s influx) andstellar spectroscopy, offering a falsifiable test for Lorentz-violating background fields.
