This paper presents a deterministic, pre-geometric formulation of the Charge-entanglement Ontology in which all physical phenomena emerge from a single primitive: charge asymmetry (photon dipole pairs). The necessary absence created by any charge configuration (the Alpha Void) generates reclamation pressure that propagates as waves chasing both poles of every dipole. A free photon survives by riding the crest of its own reclamation wave at the speed of gravity \ (c\) — the maximum speed at which coherent information can propagate while maintaining phase stability. Gravitational lensing is shown to be the deterministic deflection of photons following paths of least total accumulated Greer Tax while surfing modified reclamation waves in regions of high dipole stacking. The double-slit interference pattern arises from real classical ripples in the reclamation landscape excited by the slits, providing a fully mechanical explanation of the wave function without invoking probability or collapse. The framework reproduces all standard weak-field predictions of general relativity and quantum optics while offering a clear ontological foundation: temporal resistance is identified as the propagation speed of the Void’s reclamation pressure, and the critical locking efficiency \ (₂ₑ₈ₓ (n) = 1 - 1/n²\) marks the transition from radiation (must surf at \ (c\) ) to stable matter (can stand still). Special attention is given to delayed-choice and post-absorption interference. This work forms part of a broader program aiming to derive all of physics from charge alone, eliminating the need for separate spacetime geometry or probabilistic postulates.
