This paper presents a singularity-free model of black holes where mass is encoded on the event horizon and energy stored inside as a scalar field. The theory resolves the information paradox via quantum entanglement between horizon and interior, and makes three testable predictions: (1) modified gravitational waves in LIGO/Virgo’s higher quasi-normal modes, (2) correlated Hawking radiation detectable via quantum interferometry, and (3) quantum noise imprints on gravi- tational waves, detectable as high-frequency interference patterns in extreme mergers. Unlike loop quantum gravity or string theory, this model requires no higher dimensions or complex spin networks.
