Originally based on a talk given at the Human Resource Development Conference, London, March 1990, he analyses critically existing quality assurance approaches, in particular that of British Standards 5750, and concludes that practitioners in open learning do not yet have adequate concepts or criteria for quality assurance systems in this field.
