Systems that route orders, allocate capital, alter risk limits, or automate institutional decisions should be inspectable when they constrain others. This paper specifies a practical auditenvelope architecture for financial and AI systems. The core device is a Reflective Equilibrium Protocol (REP) Gate that evaluates proposed machine actions against four procedural invariants - transparency, reversibility, outcome coherence, and distributive coherence - and emits pass, throttle, block, review, or evidence-request decisions with replayable evidence. The paper distinguishes engineering-governance claims from empirical-truth claims: auditability and replayability do not prove that a forecasting model is true, but they improve deployment quality, accountability, and failure analysis. The paper also explains why AGPL-3.0-or-later is a natural license for separately published reference implementations: it supports reciprocal openness for network-deployed systems without requiring that all theoretical text or institution-specific integrations be open. The architecture is suitable for order routers, modelrelease gates, counterparty-limit overrides, AI workflow controllers, and other high-impact decision surfaces.
