Two linked parts: (A) are PUH's three Z3 structures one action? — currently NOT unified; (B) the consequence for the T274 Leech elevation — it reduces to an ordered three-link chain of stated open problems. ORIGIN: T274 answered Conway's question at the level of a selection principle (nature realises least-energy optimal packing, hence selects both E8 and Leech; the Monster is the symmetry of the 24-dimensional optimum's quantum theory). T274 Section 8 posed the elevation to a structural derivation: derive the ingredients of the Eisenstein/twisted Leech construction from PUH's Z3 rebound. Narrowing that path terminated in an INTERNAL question T234 had already left open — about PUH's own Z3 structures. This note records both the internal question (Part A) and its consequence for the Leech elevation (Part B) ; they are one story. PART A — ARE PUH'S THREE Z3 STRUCTURES ONE ACTION? T234 opens with a section titled "Three Distinct Z3 Structures in PUH" and states "conflating them is the failure mode this paper specifically avoids. " The three: COSMIC Z3 (T172, momentum-map orbits, three universes) ; GENERATIONAL Z3 (T222, McKay, in the SU (3) of E8 -> SU (3) x E6, three fermion generations) ; SECTOR-PHASE Z3 (T155v2, Koide phase from SU (3) colour Clebsch-Gordan). T234's verdict, verbatim: they "are NOT obviously the same. . . currently each lives in a different part of the E8 algebraic structure. " THE ONE DERIVED ANCHOR: T172 establishes that "the cosmic Z3 momentum map and the C30 Casimir are connected at the cosmic rebound singular event" — the cosmic Z3 is GENERATED by C30, the highest of the eight E8 Casimirs (degrees 2, 8, 12, 14, 18, 20, 24, 30), whose level set C30 = c* IS the Planck Shell (T156) — but "only at the unique cosmic rebound, not at generic reflection events. " THE OPEN OBLIGATION: unifying the other two Z3's to the anchor is exactly T234's conjecture, with sub-theorems S1/S2/S3 (extend the C30/Z3 connection from the rebound to generic reflection events), all open. FINDING: NOT unified as currently derived — a well-posed "not yet, " with the proof obligation already written down. PART B — THE LEECH ELEVATION AS A THREE-LINK CHAIN. The twisted Leech construction (Eisenstein, Z3-orbifold Lambda0 u Lambda1 u Lambda2) needs three ingredients: three Z3 sectors; the (omega - omega-bar) = sqrt (3) /sqrt (-3) rescaling; the ternary Golay code glue. The elevation is a chain: LINK 1 — unify PUH's Z3 structures (= Part A / T234 S1/S2/S3; internal; the first gate). LINK 2 — identify the unified Z3 with the Okubo order-3 automorphism tau (Cor-Q2; the Okubo algebra realises SU (3) with tau over Zsqrt (3) on E8, Corradetti arXiv: 2605. 09333). LINK 3 — PUH's three sectors and native sqrt (3) (Im (omega) =sqrt (3) /2 in the Z3 centre; cos30deg=sqrt (3) /2 in the Koide cone) become the SAME objects as the construction's sectors and rescaling (Cor-Q1/Q3). Each open; each depends on the prior. CEILING: even the full chain leaves the ternary Golay glue (over F3, automorphism group M12) as an input — sharing the ring and the order-3 action does not supply the specific code. So the honest maximum is a strengthened selection principle, not a finished derivation. TWO DEAD ROUTES RETIRED WITH REASONS: (Cor-Q5, 2-adic cascade) CLOSED — reading T175/T206/T239 shows the cascade is a continuous rank-8-to-0 Casimir saturation (Kurdyka-Lojasiewicz gradient flow; numbers 8, 248, 9 EP — none powers of 2), NOT factor-of-2; the 2¹2 conductor gluing has no cascade carrier. (Cor-Q1, which SU (3) ) DISAMBIGUATED — PUH keeps SU (3) colour (T211 gluons) and SU (3) ₜriality (Z3/McKay) distinct; Marrani-Corradetti-Zucconi (arXiv: 2309. 17435) prove Okubo-SU (3) and octonion-SU (3) are inequivalent in Spin (8) ; the Okubo tau's order-3 character matches PUH's TRIALITY SU (3), not colour (inference, not proof). FLAGGED SPECULATION (used nowhere): C30's 30 = 3x10, and 30 is E8's Coxeter number; whether the C30/cosmic-Z3 connection relates to the order-3 tau through the factor of 3 is NOT established — divisibility is not a group-theoretic relationship.
