Foundation Branch Paper 001, version 1.1.0, is the expanded technical and empirical patch of the original Foundation paper in the same Zenodo version chain. It is not a separately numbered paper. The release reviews all 356 V1 entries and all 407 V2 entries, decomposes the 24 Foundation-relevant source entries into 32 atomic obligations, and closes all 32 at their registered exact strength. Sixteen model-admitted theorems are documented through 5,222 generated candidate classes, 64 adverse-control executions and 16 implementation-distinct reproductions. The complete root-traceable chain runs from the premise-free operational root through structural One, exact positive count and part coordinates, the minimal Fold, exact operations, half-One, two-preimage Fold dynamics, mechanically scoped primitive-map uniqueness, recursive form closure, replayable proof traces, one-way measurement custody and the unique fail-closed admission route. The paper contains the full dependency, grammar, cardinality, elimination, survivor, minimality, closure, control, certificate and receipt account for every theorem. It imports no numerical zero, signed quantity, floating-point proof value, irrational or imaginary proof value, fitted parameter, axiom or measurement-selected law. Because Foundation derives no physical quantity, its applicable external check is implementation-distinct formal reproduction; the paper separately forces the blind post-seal custody law that later empirical branches must use. Version 1.1 restores and expands the paper's explicit open-science argument. Funding success is not evidential closure, professional consensus is not generated uniqueness, and a black-box score is not an explicit law. The paper documents empirical concerns involving sponsor effects, grant-review reliability, publication bias, access inequality and opaque prediction, while preserving the proper role of expertise, criticism, measurement and computational instruments. Scientific authority remains publicly inspectable and revocable by reproducible evidence rather than credential or institutional permission. The deposited PDF is the primary landing-page paper.
