In the context of higher education reform in Vietnam, especially in public institutions, ensuring and promoting the motivation of lecturers plays a key role in improving the quality of training, research and knowledge transfer. This paper studies the impact of state policies on the motivation of lecturers at public universities in Hanoi with survey data of 350 lecturers. The analysis results show that all six groups of state policies included in the model have a statistically significant impact on work motivation, in which the academic autonomy policy has the strongest positive impact, while the administrative policy - workload has a negative impact. From the quantitative findings, the study proposes five groups of policy implications to improve the effectiveness of the public lecturer management policy system, contributing to building a positive, sustainable and pervasive academic working environment.
