Abstract

This article analyzes the mechanisms of industrial transformation under the administrative-command economy of the USSR, focusing on the implementation of the 1965 Kosygin reform. The case of the Krasny Oktyabr Metallurgical Plant in Volgograd serves as a basis for examining the transition to a new planning and incentive system. Using quantitative performance indicators, archival materials, and managerial documentation, the study outlines the stages of reform implementation, its economic outcomes, institutional constraints, and the factors that limited its long-term effectiveness. The findings highlight the nature and boundaries of transformation processes in a centrally planned economic model.
