The important driving force for the revitalization of rural talents lies in the implementation and implementation of policies. Policy is an important content of rural talent revitalization and important support, rural talent revitalization of policy formulation and implementation effect directly determines the effect of rural talent revitalization, also reflects the scientific and effectiveness of the policy itself. Through the study of the practice of rural talent development in Zhejiang province, the adaptation of rural talent policy is analyzed, and the three-dimensional analysis framework of policy value, policy tools and policy objectives is constructed. The analysis shows that the synergistic effect of policy value, policy tools and policy objectives is a systematic related activity, which runs through the whole process of talent policy formulation, implementation and evaluation. Every link should be accurately analyzed and targeted, so as to make talent policy more attractive and motivating.
