Abstract

Purpose This study aims to propose an artifact for strategic decision-making that integrates open and responsible innovation (OI and RI) into the scope of systemic innovation. Design/methodology/approach The study adopts a Design Science Research framework with a hybrid methodology, combining conceptual mapping, analytic hierarchy process and strategic choice approach. Expert interviews and text mining techniques also composed the artifact flows. The artifact was validated through a real application with a Brazilian startup. Findings The artifact provided a structured process to prioritize innovation actions and address uncertainties. Its application in a Brazilian context enabled the identification of strategic priorities such as leadership development, co-creation with customers and fostering collaborative ecosystems. These findings offer practical insights into how OI and RI can be implemented systemically to enhance adaptability and generate sustainable value. Originality/value This study offers a novel contribution by integrating OI and RI through systemic innovation, and incorporates uncertainty analysis. It advances methodological tools for decision-making in entrepreneurial ecosystems.
