P-463 Who-Ilo Guidance for the Development and Implementation of Occupational Health and Safety Programmes for Health Workers: The Implications and Recommendations for the Implementation in China

Abstract Introduction In 2022, WHO-ILO launched the technical tool-Caring for those who care: Guide for the development and implementation of occupational health and safety (OHS) programmes for health workers. Methods Based on the context of OHS for health workers in China, an international comparison study was conducted by policy analysis. Results According to the main content of this guidance and the specific context in China, the following suggestions to enhance the OHS system for health workers in China were provided: (1) Develop a specialized national policy on healthcare worker occupational health and safety to ensure adequate funding for relevant programs. (2) Establish monitoring systems at the national, regional and facility levels with clearly defined monitoring indicators. (3) Implement comprehensive pilot programs in healthcare facilities, integrating relevant policies, OSH committees, hazards assessment and implementation procedures. (4) Improve the reporting, recording and notification system for incidents, occupational diseases and work accidents. (5) Enhance the provision of occupational health services with multidisciplinary approaches. (6) Safeguard the physical health, mental health and well-being of the health workers for the resilience of the health system. Discussion This guidance provides an overview of essential elements and key deliverables for health workers’ OHS programs at the national, regional and facility levels. It is crucial to ensure the engagement and investment of multiple stakeholders in the initiatives. These recommendations will contribute to further refining China’s OHS policy system for health workers. Conclusion China is the home to more than 11 million health workers; it is necessary to apply the WHO-ILO guidance under the priorities in China.
