This scientific research is about EU higher education policy guided by the Bologna Declaration, the process has been implemented with other reforms, including international reorganization of universities. Interest being displayed to adaptation of the higher education system to changing environment. Aspects of university organization as well as broader framework of higher education being affected by means of public policy-making towards directions considered desirable. Reflections on institutional logic of higher education offer a design space to experiment with organizational models and logics. Digitalization represent a megatrend with major impact on higher education institutions.
