Abstract

The criminal justice system in Indonesia currently faces various difficulties in implementing the Dominus Litis principle, which plays a crucial role in ensuring efficiency, substantial justice, and legal certainty. Despite legal modernization, this principle remains relevant as a guideline for prosecutors in handling criminal cases professionally and transparently. This study aims to analyze the application of the Dominus Litis principle in the context of legal modernization, a transparent, accountable, and justice-oriented criminal justice system in Indonesia. The research method used is a normative approach with analysis of legal documents and academic literature. The results indicate that the Dominus Litis principle in the criminal justice system ensures efficiency, substantial justice, and legal certainty. Digital transformation, inter-agency coordination, and prosecutor training are essential to support the implementation of this principle in Indonesia. The development of a comprehensive digital system will enhance prosecutors' capabilities through continuous training and more effective oversight.
