Abstract

Temporal Rate Ontology (TRO) proposes that primitive succession, rather than spacetime geometry, constitutes the fundamental structure of physical reality. Previous work has shown that heterogeneous temporal rates can arise within TRO given coordination constraints, and that such constraints themselves can be derived from a global consistency condition prohibiting causal loops. What remains unresolved is the dynamics problem: given the vast space of globally consistent growth histories, what principle selects the particular history that is realized? This paper proposes a candidate answer in the form of a Principle of Maximal Freedom (PMF). The PMF selects among globally consistent extensions of the succession network by extremizing a global measure of structural freedom, defined in terms of admissible future extensions. The principle is not introduced as an external law, but as the internal logic of a generative ontology in which succession is primitive. We present an operational sketch of the PMF, a worked example illustrating its non-local effects, and a detailed analysis of the resulting self-reference problem. Rather than treating self-reference as a defect, we argue that it characterizes the distinctive form of a prospective, pre-geometric law. The result is a philosophically grounded and internally consistent candidate dynamics, completing the foundational arc of the TRO framework and defining a concrete research program for future work.
