Abstract

한국전쟁을 겪고 폐허 같은 상태에 있던 한국 경제는 1960년대에 들어와 본격적인 개발의 시대를 맞이하게 되었다. 당시 정책적으로 추진한 정부의 강력한 산업화 정책은 소득 증대와 고도의 경제성장을 위한 정책이었으며 동시에 현실적인 국토의 자원과 환경에 대한 상황 파악과 이에 대한 적극적인 대처였다. 본 연구는 1960년대 전력과 석탄 등 에너지 공급원의 확보를 위한 한국 정부의 선택과 정책 실행이 당시 국토도시공간의 큰 틀에서 한국의 철도가 기존 한반도 육로 교통과 지역 발전에 어떠한 변화를 가져왔는지 확인하고자 하였다. 연구의 결과 1960년대부터 1970년대 초반에 이르는 시기 한국 정부는 신탄에서 무연탄으로의 에너지 대체 정책을 강력하게 추진하였다. 그 결과 무연탄 생산을 위한 탄광지역 발전과 신규철도 노선의 개발을 이끌어 냈음을 확인하였다. 이는 철도 부설 초기 일본-한반도-중국으로 연계하고자 했던 남북 방향의 철도노선에 한반도를 동서로 가로지르는 새로운 철도 네트워크가 구축되는 토대가 되었으며, 이후 한반도 이남의 경제적·지리적 발전에 밀접한 영향을 주게 되었다.
