农药安全监管是保障农产品质量安全和公众健康重要环节，提升其监管效能有关键性意义，研究表明过程导向型监管与风险导向型监管各有特色，二者有机结合能提高监管科学性与精准化水平，完善农药监管体系可从源头控制农药残留问题，确保农产品符合安全标准且促进农业可持续发展、增强产业竞争力，在监管体系优化方面建议采取这些措施，一是完善农药管理法规体系以厘清监管主体权责边界，二是强化农民职业培训来提升科学用药素养，三是构建监管信息共享机制以实现跨部门协同治理，四是加强国际经验交流并吸收先进监管技术，五是引入第三方评估机制来构建社会共治格局，通过建立覆盖全链条且多主体参与的现代化监管体系，重点把控农药生产流通使用等核心环节，整合政府监管企业自律和社会监督等多元力量，形成协同高效治理格局进而显著提升监管效能，这能切实保障农产品质量安全满足群众对高品质农产品需求，为推进农业现代化建设和食品安全治理体系创新提供重要支撑。
