Abstract

The article is devoted to improving methodological approaches to the evaluation of public-private partnership (PPP) projects in the field of transport infrastructure. In the context of the structural transformation of the Russian economy and the increasing role of regional governance, the selection of effective mechanisms for implementing infrastructure initiatives is becoming increasingly important. The paper analyzes the current methodology for assessing PPP projects established by the regulatory framework of the Russian Federation, identifying its limitations and shortcomings. An improved multi-stage evaluation methodology is proposed, including an analysis of the project’s strategic justification, assessment of its socio-economic efficiency, comparative analysis of implementation models taking into account the risk-adjusted cost of public budget obligations, and post-project evaluation. The proposed approach is aimed at enhancing the validity of managerial decision-making and improving the efficiency of budget resource allocation in the implementation of regional transport infrastructure projects.
