Methodological Evaluation of Municipal Infrastructure Assets Systems in Ghana Using Difference-in-Differences Approach

Municipal infrastructure assets are critical for urban development in Ghana, yet their management is often inefficient. A difference-in-differences approach will be employed, utilising pre- and post-intervention data to analyse changes in municipal infrastructure assets. Data on asset condition, maintenance costs, and user satisfaction will be collected from multiple municipalities. The analysis revealed that DID could effectively capture the impact of recent policy interventions on municipal infrastructure improvements with a Y = eta₀ + eta₁Treated + eta₂PreIntervention + eta₃ (Treated*PreIntervention) model, where ₁'s estimated coefficient reflects significant cost savings. The DID approach demonstrated the potential for accurately measuring municipal infrastructure improvements in Ghana. Future studies should consider expanding its application to other sectors and regions. Municipalities are advised to adopt proactive maintenance strategies based on pre-identified areas of need, ensuring sustainable urban development with reduced costs.
