Abstract

Municipal water systems in Nigeria face significant challenges related to cost-effectiveness and sustainability. Current evaluation methods often lack robust statistical frameworks that account for variability across different regions. The proposed framework utilizes Bayesian hierarchical modelling to estimate parameters at multiple levels (e. g. , individual wells, districts) while accounting for spatial and temporal variability. Uncertainty is quantified through credible intervals around model estimates. This study provides a novel method for evaluating municipal water systems' cost-effectiveness, offering insights into resource allocation and policy-making at both district and national levels. The findings should inform targeted interventions aimed at improving water supply efficiency in underserved areas of Nigeria. The empirical specification follows Y=₀+^ X+, and inference is reported with uncertainty-aware statistical criteria.
