Abstract

This work introduces VEROK (VEROK-BFD), a non-agentic stabilization layer operating within the Structural Counterforce Framework (SCF), designed to preserve the viability of probabilistic behavior formation in AI systems. Unlike conventional AI governance approaches that operate at the level of outputs or semantic evaluation, VEROK intervenes during the formation of behavior, modulating trajectory dynamics without interpreting meaning or enforcing rules. The paper introduces a shift from stability to viability, redefining system failure not as incorrect output, but as the loss of structural conditions under which behavior remains transformable. This work builds upon prior VEROK architectural specifications (VEROK 06 ARCH) and repositions VEROK within SCF v2 as a stabilization layer in behavior formation dynamics. The framework contributes to a broader perspective of AI as a probabilistic field, where governance operates through structural constraints rather than output-level control.
