Abstract

This note records the completion of four phases that transformed the APR-Lite substrate from a set of governance surfaces into a coherent constitutional machine. Phase 10.0 activated sector-level freeze escalation. Phase 10.1 introduced temporal retention windows. Phase 10.2 completed the bilateral peer grant lifecycle. Phase 10.3 wired every governance primitive into the cross-tenant read path. As of Phase 10.3, every cross-tenant read is a fully governed operation.
