Abstract

农村饮水安全政策效应评估是乡村振兴、水安全保障和公共卫生领域的重要议题。为精准识别供水工程及相关政策实施的健康效应,以宁夏西海固地区为例,聚焦宁夏中南部城乡饮水安全工程实施及“互联网+城乡供水”彭阳模式应用的受益情况,采用多期双重差分模型定量评估,合理选取研究实验组、对照组和分析时段,基于宁夏2013—2019年县级面板数据,选取地区平均死亡率为被解释变量,构建包含人口、经济、环境、教育、医疗等多维度控制变量的模型框架,并通过动态效应检验、安慰剂检验等方法验证了基准回归方案结果的稳健性。实证研究表明:城乡供水工程及相关政策干预使受益县(区)居民死亡率较西海固其他县(区)平均显著下降0.75‰,政策效应可持续4 ~ 5年产生积极影响。西海固地区城乡供水政策干预对死亡率降低的贡献,仅略小于人均地方公共财政支出和汉族人口占比变量的影响,大于每千人口执业医师数、小学毕业率等其他变量的影响,是对居民健康有显著影响的关键驱动因素。评估结果为类似供水政策效应分析提供了实证依据,为农村供水高质量发展科学决策提供了有力支撑。
