Abstract

Classical treatments of the three-dimensional Navier-Stokes equations remain vulnerable to finite-time spectral rupture due to the unchecked ultraviolet accumulation of enstrophy. This manuscript demonstrates that this vulnerability arises from an incomplete thermodynamic action, rather than an inherent physical inevitability. By formulating an intrinsic admissibility field (the Sigma-field) derived directly from the transport resolvent, we establish a fully closed, dissipative dynamical system where topological survival is physically guaranteed. The framework defines a dimensionless spectral transport operator that measures nonlinear advection against diffusive length scales, using a regularized Fredholm determinant to quantify the system's proximity to spectral singularity. This manuscript establishes four foundational mathematical closures: Intrinsic Derivation: The admissibility field is rigorously derived as the divergence of a resolvent-deformed transport metric. It natively suppresses blow-up eigenvectors without requiring phenomenological or artificial high-frequency cutoffs. Thermodynamic Closure: The modified system satisfies a total spectral energy inequality. It proves that the system is strictly dissipative, with a coercive penalty ensuring that unchecked growth along instability directions is penalized at quadratic order.
