Abstract

This document defines a cross-domain framework governing the admissibility of system continuation, resource allocation, and operational decision-making under recoverability constraints. It extends the Recoverability-Constrained Systems invariant into allocation and continuity management across interconnected technical, institutional, and environmental domains. A system, allocation, or action may proceed only while it can be established, in time and under real conditions, that irreversible outcomes remain preventable. Where this condition cannot be satisfied, continuation is non-admissible and allocation or execution must not proceed. The framework provides a unified constraint structure for aligning resource flows, system operation, and access continuity with real-time recoverability conditions across complex, interdependent systems.
