APR-Shaper Version Manifest v1.6

This document is the Version Manifest (SVM) for APR-Shaper v6.2.3, the behavioral governance substrate formation engine of the APR stack. v6.2.3 completes the Phase 7.3 build cycle, adding operator-authored violation severity and cultural alignment enum classifications to all 27 canonical profiles and updating the norm scorer to read these operator values directly. The Phase 7.3 governance baseline is topology 27/27 A, norm 22/27 A and 5/27 B, with zero profiles below B and no pending operator review items.
