Abstract

This paper systematically proposes and rigorously elaborates on the Law ofNonuniformity, establishing it as a universal axiom and philosophical cornerstonethat runs through micro-quantum, macro-matter, biological evolution, social economy, and the entire universe. This paper points out that nonuniformity is not adeviation of the system from a uniform state, but an inherent existence that isontologically prior to equilibrium; uniformity, symmetry, stability, and absoluteequilibrium are only approximations and special cases under strong constraint conditions. In open systems, nonuniformity is structured through the flow of matter,energy, and information, presenting a series of statistical laws such as exponential law, power law, logarithmic law, normal distribution, and Poisson distribution,which together form a nonuniformity law spectrum; in isolated and closed systems,nonuniformity is mainly manifested as quantum fluctuations and thermal fluctuations. In the time dimension, nonuniformity is reflected in the non-uniformity ofevolutionary rates, which is the fundamental source of structural differentiation,hierarchical coexistence, and biodiversity.This paper further shows that the exponential law is the most natural andunconstrained intrinsic form of nonuniformity, which can be strictly derived fromthe simplest binary random process and has logical primacy; power law, logarithmiclaw, log-normal distribution, etc., are all derived forms of the exponential law underspecific constraints, feedback mechanisms, and boundary conditions. The papersystematically presents the definition, connotation, and four core characteristics ofthe Law of Nonuniformity, deeply discriminates its hierarchical relationship withthe second law of thermodynamics (entropy increase), symmetry breaking, anddissipative structure theory, and constructs a complete axiomatic system of ”topdown governance and bottom-up realization.”The Law of Nonuniformity not only achieves a unified description of naturalsciences and social sciences at the underlying logic, but also brings a paradigminnovation in ontology, epistemology, and methodology, marking a profound turnfrom ”equilibrium-centrism” to the ”worldview of inherent nonuniformity.”
