Abstract

This paper develops a ψ₀–OCM (Osborne Cosmological Model) interpretation of MOND-like galactic phenomenology. The observed low-acceleration deviation from purely baryonic Newtonian dynamics is not treated as a fundamental modification of gravity nor as requiring a purely particle dark matter ontology. Instead, it is reinterpreted as an emergent effective limit of a deeper redistribution architecture involving ψ₀-structured flux, detachment modulation, holographic boundary coupling, and coarse-grained stabilisation. The effective galactic acceleration is expressed as a sum of a Newtonian baryonic contribution and a redistribution-mediated response. In the deep low-acceleration regime, a MOND-like square-root scaling is recovered, but the transition scale is not fundamental: it arises as a derived redistribution invariant dependent on flux imbalance, detachment structure, boundary coupling, locking dynamics, and resolution scale. The framework reproduces the baryonic Tully–Fisher relation at leading order while predicting that residual structure around this relation is physically meaningful and encodes galaxy morphology, diffuseness, radius, and environmental embedding. These structured residuals provide a clear empirical discriminator between ψ₀–OCM and bare MOND. This work should be read alongside the ψ₀–OCM emergent gravity formulation and dark-sector redistribution framework, where gravitational behaviour and cosmic matter-energy partition arise from the same underlying redistribution microstructure. The present paper identifies the galactic low-acceleration limit as a specific observable projection of this unified architecture.
