Abstract

This Partnership Engagement Prospectus defines GGPA's structured collaboration framework for governments and MDAs, universities and research institutions, NGOs and civil society organisations, and development partners. Section 1 presents five institutional value propositions: Technical Rigour (5,000-page Governance Compendium, IIGRA diagnostic instruments, and internationally benchmarked methodology producing findings defensible before international scrutiny); Policy Alignment (translation of UN SDGs, AU Agenda 2063, ECOWAS Governance Protocol, and Commonwealth Good Governance Framework into actionable institutional guidance); Administrative Velocity (30-day governance diagnostic, gap analysis, and correction roadmap through GGPA's Rapid Deployment Framework; 90-day SOP implementation); Institutional Visibility (recognition in all GGPA publications and annual reports; GGPA Governance Partner designation; GGPA-UENR Research Hub access for university partners); and Capacity Building (Executive Policy Seminars, Policy Translation Toolkit, and governance training modules). Section 2 defines resource requirements and governance deliverables for five partnership categories: Governance Diagnostic IIGRA (signed MOU plus document and staff access, producing IIGRA Governance Scorecard and Institutional Reform Roadmap); Research Partnership (data sharing agreement and student allocation, producing co-published policy brief and Research Hub membership); Capacity Building Programme (venue and staff attendance, producing Training Impact Report and GGPA Capacity Partner Certificate); Advisory and Policy Alignment (12-month dedicated liaison officer commitment, producing Annual Governance Advisory Report and SDG Alignment Certificate); and Strategic Alliance for NGOs and development partners (Letter of Intent and Governance Index data participation, producing co-branded governance publication and ECOWAS/AU submission co-authorship).
