Problems Related to The Power of the Federal Units for Concluding International treaties Iraq as a model)) ( Analytic Study )

International treaties are no longer limited to regulate political and security issues, but have expanded to include cultural, economic, technical and administrative issues, it is obvious these issues according to the most of the Federal Constitutions fall within the competence of the federated units. But this does not give the federated units the power to conclude international treaties relating to these matters. The entry of one of the federated units in conducting international actions such as concluding international treaties requires an authorization granted by the federal constitution to the concerned unit as it is the highest internal document. The capacity of the federal units to conclude international treaties differed between one federal country and another according to their federal constitutions. In this research, we discuss the capacity of the federal units, including the Kurdistan Region - Iraq, in concluding and concluding international treaties.Given the nature of the subject, studying it from all its aspects requires adherence to the scientific analytical method based on discussing and analyzing the texts of constitutions and the opinions of constitutional scholars, in addition to the comparative method.
