Maritime systems operate at the intersection of hydrology, environmental dynamics, industrial activity, and global logistics — yet today, maritime governance is nondeterministic, fragmented, and disconnected from the physical substrates that determine vessel safety, port efficiency, and environmental compliance. Existing systems — AIS, VTS, IMO routing guidelines, and port management platforms — operate in silos, lack cross-vertical awareness, and provide no replay-identical audit capability. I introduce Lume-Mar, to my knowledge, the first deterministic governance substrate for maritime, port, and naval systems. Built on the Lume-V governance layer and the Lume-Ops universal operational substrate, Lume-Mar integrates vessel routing, port operations, offshore industrial coordination, hydrodynamic safety, environmental compliance, jurisdictional enforcement, and naval priority into a single replay-identical state machine. It enforces maritime invariants, hydrodynamic envelopes, deterministic multi-agent arbitration, override logic, and certificate-based auditability across the full spectrum of maritime operations — from open-ocean routing to berth-level crane scheduling to intermodal cold-chain logistics.
