Abstract

The research idea revolves around the principle of empowering women within the framework of the public service and the extent of their presence within the formations of the governmental administrative apparatus by reviewing the determinants and barriers that hinder their path towards participation and effective influence in advanced administrative and political positions and trying to develop a set of mechanisms and means to help achieve equality, equal opportunities and social justice that must be achieved and guaranteed if women are to enjoy empowerment, especially functional, as the issue of empowering and advancing women has become one of the most important issues that are discussed and studies revolve around in international and national forums. Since administrative law is a law characterized by flexibility and the ability to develop and keep pace with developments, which makes it a broad field for achieving administrative empowerment for women within the framework of the public service and finding ways to establish the principle of functional empowerment and support women administratively, the research showed that there is a real gap between the sexes in occupying advanced positions and decision-making positions within governmental institutions at various levels due to the presence of a set of obstacles, whether political, legal, administrative or social,
