The report is based on desk research and secondary data obtained primarily from Statistics South Africa's reports on demographics, education, employment, and safety and reports published by government departments and other institutions. It is also based on primary data obtained through key informant interviews and focus group discussions among representatives of government institutions at provincial and local levels, and civil society organisations in Gauteng about legislation and policy, institutional framework, planning and implementation of policies, and programmes. This study aimed to address the constitutional and legislative imperative of equality, women's social inclusion and human rights protection and analyse factors affecting gender, especially women community in the Gauteng Province. It identified persistent challenges to gender mainstreaming - the integration of gender in policy, programming and resourcing - and the inclusion of women across the sectors at provincial government level, and at leadership levels within the public sector. The State of Gender in Gauteng: 2019 report discusses the political, economic, social, health, technological, environmental and legislative (PESTEL) factors in the environment that impacted on gender, shaped the development and in/exclusion of women when accessing social and economic opportunities in Gauteng during the Fifth Administration (2014-2019). The analysis is based on document review, quantitative secondary data and qualitative data obtained through key informant interviews and focus group discussions in the province.
