Abstract

随着全球气候变化加剧,极端天气事件(如特大暴雨、持续干旱、超强台风等)频发且强度增大,对水 利工程的安全运行与调度管理构成严峻挑战。传统水利工程运行管理模式在应对突发性、高强度、复合型极端天气事 件时显现出响应滞后、协同不足、预案僵化等问题。本文系统分析了极端天气事件对水库、堤防、水闸、泵站等典型 水利工程设施带来的风险特征,梳理了当前应急运行管理中存在的主要短板,包括监测预警能力不足、应急预案适应 性差、多部门协同机制不畅、智慧化支撑薄弱等。在此基础上,从“预防—响应—恢复”全周期视角出发,提出了构 建“韧性水利”导向下的应急运行管理策略体系:强化风险识别与动态评估机制,优化多目标协同调度模型,完善分 级分类应急预案体系,健全跨部门联动响应机制,并推动数字孪生与人工智能技术在应急决策中的深度应用。研究成 果可为提升水利工程在极端气候条件下的安全韧性与应急保障能力提供理论支撑与实践路径。
