Abstract

随着全球气候变化加剧、水资源供需矛盾日益突出以及国家水网建设的深入推进,水文水资源管理面临 着前所未有的挑战与机遇。信息化作为提升水文水资源管理现代化水平的核心驱动力,已成为实现水资源科学配置、 高效利用与可持续管理的关键支撑。本文系统梳理了水文水资源信息化建设的内涵、发展历程与核心构成,深入分析 了当前建设过程中存在的主要问题,包括数据孤岛、标准体系不统一、技术融合不足、安全风险加剧以及人才结构失 衡等。在此基础上,结合新一代信息技术发展趋势,提出了以“数据驱动、平台赋能、智能决策、安全可控”为原则 的高质量发展路径,并从顶层设计、标准规范、技术融合、安全保障、人才建设等方面提出了具体对策建议。研究表 明,推进水文水资源信息化建设不仅是技术升级,更是治理体系和治理能力现代化的重要体现,对于保障国家水安全、 支撑生态文明建设和实现高质量发展具有重大战略意义
