Abstract

【目的】本文旨在从时间序列因果推断视角提出量化评估减污降碳协同效应的新思路,实证考察中国减污降碳协同效应的现实状况。【方法】厘清减污降碳协同效应的理论基础,运用多空间收敛交叉映射方法,基于2015—2024年城市碳排放和空气质量指数及6种分项污染物时间序列数据,从全国、国家级城市群和省际层面考察减污降碳协同效应的空间异质性特征,直观展示减污降碳协同状况,以推进减污降碳协同增效为导向提出优化路径。【结果】①通过构建源头协同、治理协同、管理协同机制推进减污降碳,从而实现“1+1>2”的协同增效。②全国、国家级城市群和省际层面均存在显著的减污降碳协同效应,呈现“由污及碳”单向协同为主、双向协同为辅的总体格局,减污政策的降碳效应显著优于降碳政策的减污效应。【结论】本文从时间序列因果推断视角丰富了减污降碳协同效应量化评估方法,为推动减污降碳协同增效实践提供科学依据和路径参考。新征程上,中国应坚持系统观念,因地制宜制定减污降碳协同增效路径,充分发挥城市群作为区域协同治理核心载体的引领作用,积极探索可复制可推广的减污降碳协同增效模式。
