Assessment of the impact of proposed works on the building Neither of the two outbuildings is considered to make a positive contribution to the Listed Buildings or Conservation Area. They are both seen as detractors from the character and their removal will be positive. Externally very little change is proposed so these changes are not harmful. Internally there are few historic features remaining and no changes to these are proposed. The plan form is altered particularly on the ground floor. On the upper floors a small amount of historic fabric will be lost but this is clearly outweighed by ensuring the building is useable in the long term at a time when the nature of retail is changing.
