Abstract

Paper III of this series predicted, from the Electroweak Freezing Theorem, that the MOND acceleration scale is not a universal constant but tracks the Hubble rate of the epoch: with c frozen at c0 below the electroweak transition while H keeps falling, a0 (z) =c0 H (z) /2pi, with z=0 value cH0/2pi=1. 04e-10 m/s² (H0=67. 3). MUSE-DARK III (Ciocan et al. , arXiv: 2604. 22613) measures the radial acceleration relation for 79 mass-complete star-forming galaxies over 0. 33<z<1. 44 and detects a systematic increase of a0 with redshift at ~30 sigma -- the first direct detection of an evolving acceleration scale and a decisive refutation of universal-a0 standard MOND. For a no-dark-matter theory the self-consistent comparison is the paper's MOND-framework fit (Appendix E, Eq. E. 5): a0 (0) =1. 03+/-0. 05, a1=1. 20+/-0. 10 (x10^-10). OOB's PARAMETER-FREE prediction matches both: intercept cH0/2pi=1. 04 sits 0. 2 sigma from 1. 03+/-0. 05, and the effective slope of a0 (z) =cH (z) /2pi over the range (a1~1. 04) sits 1. 6 sigma from 1. 20+/-0. 10, with every point inside the 0. 17 dex intrinsic scatter (|dlog10 a0|<=0. 07 dex at z~1). The steeper DM-framework slope (a1=1. 59, Eq. 4) is the DC14 dark-matter-halo fit and is NOT the OOB comparison: it presupposes the dark matter the framework does not contain (OOB lies ~5 sigma below it, documented but not used as a tension). Internal consistency: CCCV's auxetic IR fixed point (nu=-1, K*=0) concerns the scalar mass gap / fifth-force desert, not a0 redshift-independence -- no contradiction with the a0 (z) law. This is a parameter-free confirmation of a prediction OOB made first. Verification script bundled, 8/8 PASS. Zero new free parameters.
