Abstract

Version 20 of the Aporion Infrastructure Dossier is an additive successor to the immutable V19 release. It is an open-source investigative research and triage dossier examining historical and contemporary access, opacity, influence, surveillance, security, finance, technology, platform-governance, and humanitarian-accountability corridors. It separates documented occurrence from motive, causation, command, copying, suppression, and legal liability. V20 adds or materially updates HAR-008 (Michigan primary outcome), ICC-001 (August 2026 ICC sanctions escalation), AFC-001 (Sudanese conflict-gold and EU policy action), AFC-003 (DRC–Rwanda framework implementation), and TR-001 (attributed Russia-trip financing and logistics reporting). The new GAZ-EDU-001 lane documents educational destruction and child/youth psychosocial harm in Gaza, a separately evidenced southern-Lebanon extension, rhetoric and policy-linkage analysis, and institutional routing of an educational-infrastructure submission. X-GOV-TRANS-001 evaluates selective X government-request transparency while leaving completeness and case-specific account effects open. CEASE-CHRON-001 establishes from the preserved archive that the author's publication preceded the compared Pakistan prime-minister status by 35 minutes 8.580 seconds; copying, suppression, timestamp manipulation, zero impressions, and Twitch authorship are not established by that archive. V20 also introduces a release-wide claim-lineage and event-relationship protocol preserving stable lead IDs, timestamps, evidence tiers, contrary evidence, status-change reasons, and falsification or upgrade conditions. The final PDF contains 534 US-Letter pages. The dossier is a research and triage document, not a court finding or legal determination. Occurrence-level closure is not proof of motive, causation, command, copying, suppression, or liability. Architecture is allowed; command-chain claims require documents.
