This article analyzes the state of economic security of Ukraine in conditions of a systemic crisis. At the same time, economic security means such a state of the economy, which ensures the stable development of society and the state’s ability to neutralize factors that threaten its economic interests. It was determined that negative development trends prevail in Ukraine today, which is caused by external threats, namely the Russian invasion. Threats and the degree of their influence are considered by the components of the value chain (product or service). The author’s scheme of analysis and development of the policy of restoring the level of economic security is proposed, within which the categories of regions are distinguished according to the types of threats and the degree of their impact on the level of economic security. The next step in this work was to analyze the indicator of gross value added in all regions of the country, since it is a component in determining GDP, as it describes the level of economic development. Also, in this article, the analysis of the level of economic security is based on such indicators as the volume of product sales by region and the volume of export-import of goods. Based on the received data, it is indicated that the reconstruction of certain categories of territories will be a time-consuming and rather long process. A SWOT analysis was conducted, based on the results of which four strategies for restoring the country’s economic security were determined. It is noted that without the active role of the state, it is impossible to ensure a stable level of economic security, and thereby the level of national security. The main tasks of state support should be the introduction of an effective innovation center; attraction of foreign investments in business, return of highly qualified labor resources and financial assistance to territorial communities.The authors proposed a scheme for analyzing and developing proposals for restoring the level of economic security of the national economy in a regional context, which allowed analyzing threats, identifying their impact on the level of economic security of the regions of Ukraine, and outlining ways to overcome the crisis through the implementation of four recovery strategies.
