The article explores the critical role of the transport component in managing infrastructure projects, with a special emphasis on the restoration and development of industrial parks in Ukraine. In the aftermath of military destruction, the importance of transport as an integral part of national recovery strategy has increased dramatically. The study argues for the strategic integration of transport infrastructure into project management practices to enhance efficiency, minimize risks, and reduce operational costs. A structured framework for analyzing the key elements of the transport system is proposed, facilitating evidence-based decision-making in the planning and development of infrastructure. The paper examines various stages of industrial park implementation, beginning with demand analysis, the assessment of investor needs, internal and external logistics development, and culminating in detailed transport network design. Based on these stages, a detailed analysis of cost structure is conducted, revealing potential for significant savings when transport components are effectively incorporated into industrial park projects. Using current Ukrainian case studies, the article presents examples of industrial parks such as "Vinindustry," "Sparrow Park Lviv," and "Kalush HUB," which have demonstrated positive outcomes from investing in transport systems. The study quantifies transport infrastructure investments and post-launch cost reductions, estimating annual savings of up to 20% in logistics expenses per enterprise. Moreover, the development of transport systems contributes to job creation, economic growth, and regional investment attractiveness. The research also highlights the risks of insufficient transport planning, including delays, budget overruns, and stakeholder conflicts. Recommendations include the adoption of a comprehensive approach to stakeholder engagement, strategic use of digital tools, and risk management strategies tailored to the post-conflict Ukrainian context. A roadmap for assessing transport components, based on economic viability, regulatory analysis, safety considerations, and existing infrastructure, is outlined to guide infrastructure planners. Ultimately, the integration of the transport component is shown to be essential for successful infrastructure project execution, especially those involving industrial parks. This integration supports sustainable development, enhances project outcomes, and serves as a foundation for Ukraine's long-term economic revival. The findings encourage policymakers, investors, and practitioners to prioritize transport planning in national reconstruction efforts, with transport infrastructure acting as a cornerstone of industrial and regional development.
