Under the wave of globalization and digitalization, the cultural industry has become an important symbol of national comprehensive strength, and the development of China’s cultural industry has been widely concerned. Although China’s cultural industry has made remarkable achievements, the market scale has expanded and the international influence in some areas has increased, there are still deficiencies in innovation capacity, industrial chain coordination and international strategy. This paper compares the cultural industry development mode of China, the United States, Japan, and South Korea, and analyzes the contradictions of the Chinese cultural industry in content production, resource allocation and global communication, as well as the uniqueness and limitations of its mode. It is found that there are some problems in China’s cultural industry, such as the lack of cultural resources transformation capacity, and the mismatch between scale and value discourse power. Based on this, this paper proposes to start from three aspects of technology empowerment, institutional innovation and cultural confidence, promote industrial upgrading, optimize industrial ecology, and innovate international communication strategies, so as to help China’s cultural industry achieve the leap from a “cultural resources power” to a “cultural influence power”.
