In an era of increasing globalization and technologically mediated communication, the ability to accurately understand and appropriately convey empathy has become critical for leadership, education, and social cohesion. This paper introduces Empathetic Intelligence (EmpI, 共感知性), defined as the integrated capacity to both perceive and express empathy with cultural and contextual precision.EmpI operates through two interdependent components: Empathetic Sensitivity (EmpS, 共感感受性)—the ability to accurately perceive nuanced emotional states through Empathetic Listening (EmpL, 共感リスニング)—and Empathetic Communication (EmpC, 共感伝達力), practiced through Empathetic Reflection (EmpR, 共感リフレクション), which conveys empathy authentically and culturally appropriately.Unlike emotional intelligence frameworks that treat empathy as a unitary trait, EmpI proposes a dual-competence synergy with bidirectional perception-expression dynamics. We outline independent measurement pathways: behavioral assessments for EmpS using culturally diverse stimuli, and recipient-based rating scales for EmpR evaluating authenticity and cultural appropriateness.The framework introduces an emic-to-etic calibration model for translating culture-specific empathic norms into universal principles, enabling cross-cultural assessment and training. While grounded in Rogers' accurate empathy concept, EmpI advances it through neurocognitive insights into perspective-taking and cultural expression modulation, providing a research-ready foundation for empathy training across diverse professional and intercultural contexts.
