The article examines the essence of the category «legal regulation of labor relations of employees of the State Bureau of Investigation» (hereinafter – SBI), which is an important component of Ukraine’s legal system, as the SBI is a central executive body responsible for investigating crimes committed by law enforcement officers. The article focuses on the fact that state intervention in the activities of modern civil society, particularly through the legal regulation of labor relations, should have clearly defined boundaries. This is necessary to prevent boundless legal influence, which could lead to the violation of fundamental democratic principles and the existence of civil society. Any legal influence should be limited by the boundaries defined by legislative acts and general principles of law, with the aim of ensuring the rights and freedoms of citizens. The author of the article refers to existing scientific approaches regarding the definitions of the concepts «legal regulation» and «legal regulation of labor relations». Several shortcomings in the current definitions of these categories are highlighted, in particular, the lack of emphasis on the protection and development of labor relations as a component of legal regulation. The article explores that legal regulation of labor relations should not only be aimed at the organization of relations but also at ensuring their protection and further development, particularly through the determination of appropriate legal guarantees for employees and employers. Special attention is paid to the necessity of ensuring the optimal balance between centralized and local legal regulation of labor relations. Centralized regulation should consolidate the main imperatives that ensure guarantees of workers’ and trade unions’ rights, securing their rights at the state level. At the same time, local regulation at the level of specific enterprises, institutions, and organizations should take into account the specifics of the work of these subjects and ensure effective management of labor relations within a particular organization. At the same time, it is noted that the legal regulation of labor relations in law enforcement agencies, including the SBI, cannot be transferred to the local level. Since ensuring the functioning of law enforcement agencies is a matter of the state, this regulation should be carried out at the national level, taking into account the specific conditions and tasks that law enforcement agencies face.
