On the basis of the legislative framework analysis the author of the article studies the features of the class policy in relation to the nobility and gentry of the western provinces in the period of 1825–1855. He considers the decrees concerning personal, property and corporate rights of the nobility. The significance of the Polish uprising of 1830 in changing the nature and direction of government activities is noted. He concludes that numerous decrees of Emperor Nicholas I took into account various local circumstances with the invariable goal: to motivate nobles and gentry to public service.
