This study discusses the application of the principle of openness in the recruitment process of the District Election Committee (PPK) by the General Election Commission (KPU) in Sukabumi City in the 2024 Simultaneous Regional Elections. Openness is one of the essential principles in the implementation of democratic elections, especially in the procurement of ad hoc bodies which are very important in the implementation of election stages at the sub-district level. The approach used in this study is a quantitative study with a descriptive analysis method, through analysis of official documents, news from local media, in-depth interviews with the head of the legal division of the Sukabumi City KPU, and a review of related regulations. The findings of this study show that the Sukabumi City KPU has implemented several elements of openness, such as the use of the KPU Member Information System and Ad Hoc Bodies (SIAKBA) for online registration, as well as the submission of selection schedules and procedures through official websites and social media platforms. However, the implementation of openness at the substantial assessment stage still leaves some problems. The results of the CAT test and interviews are not published transparently, so the public cannot verify the objectivity of the selection results. In addition, cases were identified where participants who had a record of administrative violations in the previous election were still declared to have passed the initial selection, without an official explanation from the KPU. The lack of communication to the public and the lack of response to questions from the public also further weaken the principle of accountability. These findings show that the implementation of the digital system still does not fully implement the principle of transparency in the recruitment process of election organizers. Thus, this study suggests the need to improve the mechanism for publication of selection results, clarity in assessment, and strengthen public communication channels to increase public trust in the integrity of the ad hoc agency recruitment process.
