The article examines contemporary institutional models of public procurement as a strategic tool for fostering the development of competitive service clusters in the regions of the Russian Federation. The author analyzes centralized, decentralized, and hybrid procurement models, highlighting their impact on regional economic development through the lens of cluster policy. Special attention is given to mechanisms of public-private interaction, the implementation of digital procurement platforms, and the criteria influencing the choice of institutional models based on the socio-economic and technological characteristics of the regions. The study also addresses key barriers to effective procurement implementation, including administrative, personnel, and infrastructural constraints, and presents successful cases and best practices aimed at scaling effective cluster development models. The article concludes with the assertion that adaptive institutional mechanisms are essential in the context of digital transformation and the spatial differentiation of the Russian economy.
