The growing competition, labor shortages, digital transformation, and rising service quality demands necessitate the modernization of personnel management in public catering enterprises. This study argues that human resource management is not merely a support function but a strategic driver of operational effectiveness. Using a multi-level methodological approach, we develop an integrated system of efficiency management mechanisms. Our analysis reveals that personnel management challenges have a systemic impact on key performance indicators. By optimizing HR processes—particularly through the implementation of ISO and HACCP standards—businesses can establish a stable foundation for sustainable growth. As a novel contribution, we propose an innovative adaptation of the Cobb-Douglas production function for the restaurant industry, enabling quantitative assessment of workforce investment efficiency. Our findings demonstrate that HR optimization generates a synergistic effect, positively influencing all functional areas of an enterprise. Personnel-related issues exhibit a multiplicative impact, affecting everything from production costs to customer loyalty. Central to this research is the concept of strategic anthropocentrism, which redefines personnel management as a core innovation driver. By prioritizing human capital development, personalized motivation strategies, and professional self-realization opportunities, businesses can secure a sustainable competitive advantage. The results offer practical solutions for enhancing operational and financial performance in the catering sector.
